2025 Fishing Regulations

Who Needs a License: All anglers 17 years and older must have a valid Texas fishing license with Saltwater Endorsement.

Where to Purchase: Fishing licenses in Texas are easy to get and available year-round. You can purchase one online at tpwd.texas.gov, by phone at (800) 895-4248, or in person at local bait shops, sporting goods stores, and many convenience stores. Be sure to have a valid license before hitting the water.

SIZE & BAG LIMITS (2025)

Redfish 3 fish 20-28" slot (ONE over 28"/year with tag)
Speckled Trout 5 fish 15-25" (ONE over 25"/day with tag)
Black Drum 5 fish 14-30" slot
Flounder 5 fish 15" minimum
Sheepshead 5 fish 15" minimum
Spanish Mackerel 5 fish 15" minimum
Sand Seatrout 15 fish 13" minimum
Catfish No limit No size limit

Flounder Closure: November 1 - December 15 (hook & line only, 2 fish limit during closure)

IMPORTANT REGULATIONS

Possession Limits: Twice the daily bag limit when away from home. Fish at your residence don't count.

Gear Restrictions:

  • Maximum 2 fishing lines in coastal waters
  • Cast nets for baitfish only (14 feet maximum diameter)
  • Trotlines prohibited in Little Bay and parts of Aransas Bay

Protected Species - Release Immediately:

  • All Sawfish
  • Goliath Grouper
  • Nassau Grouper
  • Spotted Eagle Ray

Tarpon: Special reporting required for catches 80 inches or longer

BOATING & SAFETY

Boaters should stay alert for swimmers near beaches, piers, and shallow bays, especially in popular areas like Rockport Beach and Little Bay. In addition to required safety gear—life jackets, a sound-producing device, fire extinguisher, and navigation lights—operators must take extra care when navigating close to shore and must complete a Texas boating safety course if born after September 1, 1993.

VIOLATIONS & PENALTIES

Common violations include fishing without a license, exceeding bag limits, keeping undersized fish, and fishing during closures. Penalties can include fines up to $500, equipment confiscation, and license suspension.

If Contacted by Game Warden: Cooperate fully. Game wardens have authority to check licenses, inspect catches, and enforce all regulations.
